PROVINCIAL COUNCIL APPOINTS TASK FORCE TO DRAFT PROVINCIAL MISCONDUCT POLICY
Provincial Council Approves Provincial Misconduct Policy
At a special meeting held on December 17, 2025, the Provincial Executive Council approved the final version of the Ecclesiastical Province of Ontario’s Misconduct Policy. The Policy will come into effect on a date to be determined by the Metropolitan.
Ontario’s new Provincial Misconduct Policy can be viewed here: [Provincial Misconduct Policy]
The Policy is intended to provide a principled and trauma-informed process for the investigation and adjudication of alleged misconduct in the Ecclesiastical Province of Ontario, and to provide for redress and repair of the wrong done if misconduct is determined to have occurred.
The Policy also seeks to prevent the occurrence of misconduct through the ongoing awareness, education and training of all lay persons, deacons, priests and bishops engaged in the work of the Provincial Synod.
Background
In March 2024, the Executive Council of the Ecclesiastical Province of Ontario passed a resolution authorizing the creation of a Task Force to draft a Provincial Misconduct Policy.
The Mandate and Terms of Reference for the Task Force can be viewed here: [Mandate and Terms of Reference]
The members of the Task Force were appointed during the spring of 2024:
-
Canon Greg Tweney, Provincial Chancellor [Chair]
-
Rev. Canon Ken Brooks, Diocese of Huron
-
Ms. Caroline Chum, Diocese of Moosonee
-
Ms. Susan Everett, Diocese of Ontario
-
Rev. Canon Susan Haig, Diocese of Toronto
-
Right Rev. Shane Parker, Bishop of Ottawa (until his election as Primate of the Anglican Church of Canada on June 27, 2025]
In March 2025, the Task Force presented an initial draft of the policy to the Provincial Executive Council and invited written submissions from any individual or group who wished to provide feedback on the content of the draft policy. The feedback received through this consultative process helped to shape the final version of the Policy.
The Task Force has presented a final report on its work to the Provincial Executive Council. A version of that report which is suitable for sharing publicly (with personal information removed to protect the privacy of individuals) will be posted on this website on the date the Policy comes into force.
